Videos shared on social media show the moment a woman was shot and killed by a U.S. Immigration and Customs Enforcement (ICE) agent during a targeted operation in south Minneapolis Wednesday.
The FBI told Newsweek that is has launched an investigation into the deadly shooting on a Minneapolis street. The shooting occurred near East 34th Street and Portland Avenue, less than a mile from the site of George Floyd's death in 2020.
In one video that runs for more than four minutes, you can see a maroon vehicle sideways in the middle of the road with an ICE agent standing behind it.
A gray pickup truck with flashing lights pulls up, ICE agents exit and approach the maroon car. As the agents order the person in the car to get out of the vehicle, they attempt to back it up.
An ICE agent grabs the driver's door handle while another officer shoots at the vehicle from the front, appearing to strike through the windshield.
Why It Matters
The incident has reignited tensions in Minneapolis, a focal point for social justice activism after the killing of Floyd.
Federal officials said the shooting was in response to an attempted vehicular attack, while local authorities and eyewitnesses have sharply disputed these claims, citing video footage that suggests a different sequence of events.
State and local leaders have demanded full transparency, with Minnesota Democratic Governor Tim Walz pledging an independent state investigation.
What To Know
According to a statement from the Department of Homeland Security (DHS), ICE officers were conducting a large-scale enforcement operation when, they allege, protesters began blocking officers.
DHS said that "violent rioters weaponized" a vehicle, attempting to run down law enforcement, resulting in an ICE officer fatally shooting the driver, a woman in a Honda Pilot SUV.
Videos shared on social media show agents approaching an SUV stopped in the road. One officer attempted to open the driver's side door, telling the woman to "get out of the f***ing car."
The driver then backed up slowly, pulled forward, and an ICE officer opened fire, shooting at least three rounds into the vehicle. The SUV crashed into a parked car.
Witnesses are heard screaming at the agents, saying, "What did you do?" and "Shame!" Other witnesses are seen filming. After the shooting, witnesses reported that ICE agents prevented a physician in the crowd from checking the driver.
Emergency medical personnel arrived 15 minutes later, according to person on the scene. The woman was taken to Hennepin County Medical Center and pronounced dead. The Minneapolis Police Department and Hennepin County Medical Examiner have yet to release the victim’s identity as of Wednesday afternoon.
Local officials, including City Council members, urged law enforcement to withdraw, while the city’s mayor and state leaders pledged independent oversight.

Minneapolis Democratic Mayor Jacob Frey, at a news conference, according to Fox 9: "So they are already trying to spin this as an action of self-defense. Having seen the video of myself, I want to tell everybody directly that is bull****."
Homeland Security Secretary Kristi Noem, in an official statement: "ICE officers were out in enforcement action, they got stuck in the snow because of the adverse weather... They were attempting to push out their vehicle and a woman attacked them... and attempted to run them over and rammed them with her vehicle. An officer... acted quickly and defensively shot to protect himself and the people around him. My understanding is she was hit, and is deceased. These vehicle rammings are domestic acts of terrorism.”
What Happens Next
The Minnesota Bureau of Criminal Apprehension and the FBI are leading investigations into the use of force.
The Hennepin County Attorney's Office has committed to pushing for a local, transparent inquiry. Officials said more information, including the identity of the victim and body camera footage, will be released as soon as feasible.
Protests are ongoing, and local leaders have called for calm. Federal officials have not indicated a change in enforcement actions in Minneapolis, but state and city leaders have demanded ICE leave the area while the investigation is ongoing.
